In 1860, seven slave-holding states met in Montgomery, Alabama, to adopt the Constitution of the Confederate States of America. It resembled that of the Union but put more emphasis on state autonomy and limited federal power. The new government ordered a flag and issued postage stamps and money. The capital city was Richmond, Virginia. Jefferson Davis was elected president and Alexander Stephens vice president of the new nation.

The CSA was a small country, with just over 9 million people, including 3.5 million slaves. The larger Union had 23 million citizens, 10 times more manufacturing capacity, and overwhelming naval strength that could blockade Southern ports. Almost immediately, it became clear that the CSA would need an enormous amount of military resources to survive.
But the CSA’s leaders were not prepared to devote enough resources to their cause. They were bogged down in infighting that squandered precious time. Davis clashed with state governors over federal overreach in defense of their sacred “states’ rights.” Generals struggled with supply shortages and a sluggish bureaucracy. Soldiers prowled the countryside looking to rob and steal and frequently rounded up civilians for petty (and often unfounded) offenses.
